Baxter acted profesionally onstage for three years before making his film debut in Mary Burns, Fugitive (1935). He played leads in B-movies and supporting roles in A-pictures. At first Baxter was cast frequently as a cold-eyed bad guy (he was called "the baby-faced gangster"), he nevertheless went on to a broader range of character roles, including army men and tough executives.
