Born Cecil Schwabe, Parker was a British character actor who specialized in stuffy characters, usually friendly and often of position and influence. He served in World War One, and began acting upon his return. In 1922 he made his professional stage debut, then first appeared in London in 1925. From 1929-69 he appeared in scores of films, a few of which were Hollywood productions; occasionally he played the lead role.
