Synopsis
Ethan Carter (Dean Cain) is a government operative who leads an explosive raid on a compound against a domestic militia group called the Brotherhood of Liberty. Their leader, William Fain (Frederic Forrest), loses his family in the raid and is sent to jail. It seems like a job well done, but years later the Brotherhood rises again, stealing anthrax and planning a massive attack on the U.S. government. So Carter and a released Fain must team up and go undercover to take down the terrorists.
