In this socially conscious drama, a small-town mayor decides to help ex-cons make a fresh start and help the flagging economy of his town by using the former crooks to staff a cannery that had been forced to shut down for lack of workers. Unfortunately, a local newspaperman opposes the use of ex-cons and starts a smear campaign that turns the townsfolk into fearful, angry vigilantes until the cannery is offered a war contract.
